Summer is in full swing, time for vacations and pleasant long days. Despite the feeling of free time and nothing to do, here at ANASOFTA we are also working diligently during this period on the development of your DOMUS information system. All the more so if the legislation has changed and changes in the system are a necessity. And today we would talk about the important change that is being prepared with Marian Tatarko, who is responsible for the development and direction of special agendas.
Marian, what's new on the horizon?
In addition to the updates we are preparing for the standard version of the IS DOMUS, we are currently focusing on legislation, specifically the agenda of annual billing - Regulation 503/2022.
Who does this change affect?
This change primarily affects property managers who handle the allocation of central heating (CH) and hot water (HW) heating themselves, as well as billing companies.
What specifically does this legislative change bring in terms of central heating?
The method of allocating CH (in the case of proportional meters and heat meters) is significantly changing. It is necessary to determine the percentage of the basic component so that the ratio between the highest and lowest specific cost is a maximum of 2.5. The specific cost of a space is the cost of CH for the given space, recalculated per 1 m² of the space.
Is the method for allocating hot water heating costs also changing?
Yes, the method for allocating HW heating is changing slightly. The percentage of the basic component is calculated based on the amount of heat needed to ensure the circulation of hot water in the hot water distribution system. A new method of allocation is being introduced for BOST (apartment heat transfer stations). Previously, the allocation for apartment buildings with BOST was not directly defined. This regulation introduces a precise method for handling such cases.
What about changes in the billing report?
The legislative change brings updates in this area as well. New information must be displayed in the billing report, such as the type of fuel used and related greenhouse gas emissions, specific heat consumption for heating and hot water preparation, the reference value of heat consumption for heating for the end consumer, and a comparison of the actual heat consumption for heating based on the allocation with the reference heat consumption for the end consumer.
The legislative change is extensive; what else would you highlight?
The method for calculating substitute meter consumption is changing. In Domus and Billing, this means moving the penalty calculation from the annual billing to the meters.
How do you evaluate these changes from the perspective of information system development?
The planned changes fundamentally alter the current version, and in addition to the significant time demands of programming adjustments, they will also bring the need for training for existing users.
Marian, this is a major change that you and your colleagues are preparing. What is the timeline for releasing the version with these changes?
Yes, it’s definitely a big project. I can compare it to the release of major versions, such as version 11 or version 10. Regarding the timeline, for billing companies, the adjustments need to be delivered by October 31, 2023. For property managers, the updates will be implemented by the end of 2023.
